In Search of Regional Solutions - Forum Sponsored By

The assemblyman used suggestions expressed at the forum (originally crafted in a working group of the Sacramento Area Council of Governments) as a springboard to amend AB 680. For example, a comment card collected at the forum asked, “Why don’t you amend your bill to include a provision for cities under 10,000 population to pay a fee to SACOG to help finance ‘regional’ affordable housing and ‘regional’ open space programs?”

New language in AB 680 calls for the establishment of an open-space conservancy for the Sacramento region and cities and counties to pay a new, sliding scale regional impact fee to help fund the preservation of open space.

The last amendment to AB 680 provides: If state legislators decide to allocate a greater share of property taxes and vehicle license fees toward the state budget, AB 680 would not take effect.

On January 30, the Assembly passed modified AB 680 by one vote.  The state Senate must pass or reject AB 680 by Aug. 31. Any revisions must be reconciled with the version of the bill passed by the Assembly. A finalized version will need Gov. Gray Davis’s signature in order to become law.
